To implement the reform requirements of the State Council on delegating powers, improving regulation and optimizing services, further optimize the business environment, promote trade facilitation, and help the General Administration of Customs fully advance the pilot reform of “two-step declaration” for imported goods, Beijing Customs District has established an error tolerance mechanism for “two-step declaration” based on the error tolerance mechanism for “advance declaration” and “self-report tax return filing and payment”. Within 14 days from declaring the entry of the means of transport, if an enterprise finds any error in the declaration form for “two-step declaration” and needs to make corrections, it may apply with the customs for double check through the “Customs-Enterprise Cooperation Platform”. If the application meets the condition of not recording the declaration errors, the customs will make corrections after double check, and will no longer require the enterprise to submit paper applications and relevant explanatory documents on the site. The time limit for customs review will be reduced from 15 working days to 3 working days. The relevant records generated by the “two-step declaration” of an enterprise, which are determined by the customs to be in compliance with voluntary disclosure, shall not be used by the customs to determine the credit status of the enterprise.
