2015年7月，舟山市下发了《关于进一步做好失业保险支持企业稳定岗位工作有关问题的通知》，旨在积极鼓励企业加强岗位稳定工作，大力发挥失业保险预防失业、促进就业的作用。政策实施三年来，舟山全市共发放补贴1.05亿元，惠及企业6174家次。

多渠道受理，一次不用跑。2015年起舟山市搭建市、县（区）、乡镇（街道）三级受理平台；打造“互联网＋”时代多元化的信息平台；开通“舟山就业网”网上申报渠道。2017年舟山就业微办事平台投入运行；实现现场、PC端、移动端业务申请渠道的全覆盖；升级“最多跑一次”为“一次不用跑”。目前，舟山市通过网上办事大厅成功申报的企业1486家，通过微信平台成功申报的企业32家。

发放速度浙江省第一。2015年9月，舟山市首批稳定岗位补贴发放到位，成为全省第一个发放稳岗补贴的地级市。援企稳岗政策实施以来，全市已基本实现“当月办理，次月发放”。2017年，企业稳定岗位补贴受理工作自6月起开始，延长至12月，吸引了2100家小微企业申报，促进了小型微型企业持续健康发展。2017年，全市共受理2266家企业申请，补贴资金达3004.37万元。

严把关控，精准援企。舟山市将进一步完善享受稳岗补贴企业的信息采集工作，并通过工商数据校验比对，提高稳岗补贴政策实施的精准度。据统计，全市72%的补贴资金用于企业缴纳社会保险费，20%用于职工技能提升培训。
