近日，为认真落实《人力资源社会保障部办公厅关于实施失业保险援企稳岗“护航行动”的通知》要求，天津市人力社保局、财政局联合下发《关于进一步加强失业保险援企稳岗工作的通知》，开展实施失业保险援企稳岗护航行动。

一、打好政策组合拳，发挥失业保险促就业的积极作用

此次援企稳岗专项行动从提升职工技能、建立和谐劳动关系、稳定现有就业岗位三个方面，综合运用社会保险、培训补贴、岗位补贴政策，通过提高学历职称补贴标准，扩大稳岗补贴受益范围等方式，为用人单位持续发展、减少失业、稳定就业保驾护航。

二、落实放管服，压缩经办环节，保证政策直接落地

此次援企稳岗专项行动是人力社保部门认真落实天津市委、市政府“企业第一、企业家老大”精神的重要体现，由社会保障的管理者转变为服务企业的“店小二”。在审批要件上，将原七张申请表合并为一张，统一审核标准；在发放流程上，由原市区两级审核调整为单位参保区直接审核；在服务意识上，经办加温，主动服务，体现真暖诚。

三、加强基金监管，压实责任，注重风险管控

各项补贴均在天津市人力社保官方网站进行公示，补贴实行市级机构统一拨付，委托第三方机构进行抽查监管，对于弄虚作假的，取消补贴资格、追回补贴资金、实施行政处罚，情节严重的追究法律责任。
